Tuesday was supposed to be an open session, but there were too many things going on, so he made the proposal during the session, he said. He began planning almost four weeks ago and had some of the House members to help come up with something for the proposal. "He told me this whole premise that this bill would be passed," Carney said. But little did she know, that bill was a leading into a moment that will last a lifetime.
She then said yes to the proposal. "She was shocked ... she was beside herself," he said. Troutman has been a House member since 2002. Carney is employed at Troutman's employment staffing company, Florida Labor Solutions in Winter Haven. Though a date has not been set for the wedding, Troutman said his younger sister is getting married soon, so he will be sure to wait until after her wedding.
